This policy case study documents and examines the experiences of civil society organizations (CSOs) in engaging with human rights victims of the Duterte administration’s “war on drugs.” These experiences are varied, unique, and complex but at the same time connected by common threads. In the process of engaging with communities, CSOs were building solidarity, contributing to the achievement of human rights victim-survivors’ holistic empowerment.
